The basemap not showing, layers ,web map has been shares, buy end users cannot see basemap

No, customed, created it with my layers
Once the basemap is created, it needs to be added to your organization's custom basemap gallery. It also needs to be shared with everyone you want to have access to it. Then you select this basemap from the basemap gallery selections and add your editable field map layers to the web map. Save the Map.
