Map labels overlap symbols in MMPK

Question

Our WPF application uses .NET ArcGIS Runtime 100.12 for displaying a map. The app targets .NET 4.7.2.

The app displays the map with some symbols created at runtime on it.

When the map is loaded as a map service, the symbols are on top of labels. However, when the map is loaded from mobile map package (mmpk), labels overlap symbols. See attached screenshots for both cases.

1) Can this be fixed somehow?

We have not been able to fix this using ArcGISRuntime 100.15.3

Have you fixed this issue for mmpk? I came across similiar issue. I don't know how to fix this. I asked some questions in community, but no one replied. If you have solution, can you please share? Thank you.
