Got this running today. I had to install dotnet 6.0 x64 (NOT arm64) runtime in the Parallels Windows 11 instance, but it works just fine. I have parallels giving 4x cpu and other resources on demand. I am running it on a M1 macbook pro with 32 cores and 32gb ram. And while the performance would probably be better using arm architecture all the way down (This is a reality I think Esri will eventually have to get on board with), it is certainly usable.
Which CPU architecture did you download for dotnet? If you chose the arm64 version, that is likely why it's failing to start. If so, uninstall that and try the x64 version. I'm on Parallels 17, Windows 11 ARM on Macbook Pro M1 Max, ArcGIS Pro 3.0, running great.

In your windows arm, have you download all .net library? Pro is base on .Net so just download it in windows and why not to the Mac itself.
Same here, win 11 arm, arcgis pro failing to start...here's the msg from event viewer:
"Failed to load the dll from [C:\Program Files\dotnet\host\fxr\6.0.7\hostfxr.dll], HRESULT: 0x800700C1

@SeanAdlai I have just bought an M1 Mac and I've been trying to get ArcGIS Pro to run on it, but it won't open. According to your experience, if the install goes as planned and proper dependencies are in place it should install regularly and run out of the box on Parallels with Windows ARM, correct? I have Parallels 17 with Windows 11 ARM and ArcGIS Pro, the first time I ran the installer I got messages about missing runtimes which I installed. The second time I ran the installer it completed the install but will not open at all (don't see any "thinking" or background processes that have initiated either). Anyone have any thoughts?

Yes and no. You have to purchase parallels to be able to run windows. But, for now, Window arm is not available to purchase. Look at the tread of Sean. You have to register for preview insider then download, windows for testing.
Like said, in future, Microsoft will, maybe, sell windows arm but not for now.

I noticed on esris website it states ArcPro can't run without an intel processor? Has the M1 chip worked well for you?
Parallels and VMware aren't emulators. What these programs does : making many os on the same machine.
So, since M1 are ARM, you need ARM os. With arm Windows, not officially release, you could make win running in parallel with macOs. Microsoft could anytime stop letting us download this test version or maybe sell arm win to all. Nobody can predict it.
To be clear, parallels work with windows arm.
Then, the second stage. The programs inside each OS. We know that macOs arm have rosetta 2 to make legacy intel program running with, to be fare, very good speed. In windows arm, you have something like that to run intel programs. Do the window emulator is as good as Mac one?
Remember last change of os with rosetta. Apple leave it for a few years to make the transition and after that. No more support. What will be the futur of Win intel emulator?
So, for the time being, it's work but do the emulator, inside win, work with all aspect of arcgis request?

The problem is not ARM to stay and Parallels. The problem is, Microsoft haven't release an official arm win. So what's the future? Who knows?
So, if it's to play with, fine. But, if you have limited $$$$ and really ned to use ArcGis Pro and others win program, I would play safe for now and stay with limited power of intel.
If you have the $$$ to have a second computer in case, so why not.

Caveat - longevity and support in question.
My thoughts - M1.and ARM are here to stay. Parallels is unparalleled in supporting MAC’s growing environments.
Don't by M1 if you're not willing to take risk. If you really need, for a few years to work with ArcGis and other specific Intel base program and don't have the budget to buy a PC if it's not working as expected on M1. Real hardware is sometimes tricky but emulation is not always perfect.
If you want a Mac, go for Intel base. With this, you will be able to remove the stress and in a few years, who knows, maybe Microsoft will release an official arm windows and maybe (I'm sure not) Esri will compile Pro to arm processors.
I´m lookig forward to buy a new MacBook Air to study and i need ArcGis and MS Access for it. So i can run both of them on MacOS if i use Parallels or Bootcamp? I´m asking again because i read different things about this topic.

Interesting result on Level 2! My macbook air with similar specs was much slower, but I wondered at the time if that was impacted by passive cooling and thermal throttling. The iMac was faster by 7 minutes!

GIS can be used in a variety of ways, so it is usually a question of interpreting the results in the context of your own specific workflows. For example, if you have a basic GPU, then it will likely score poorly on the 3D performance tests relative to a powerful GPU. However, if you're not doing the kind of GIS work that needs a powerful GPU, then it can still be a passing score for your use case.
As mentioned in the blog post, the cumulative time it takes to run each test level provides an overall indication of ArcGIS Pro performance on the hardware.
For each test level you run, there should be a summary file (e.g., SUMMARY_Level1.log) which includes a Total Elapsed Time value. That value can be compared to the ranges in the table in the blog post. Or, if you use the run-all test script, then it will produce a CSV file that nicely summarizes each level's elapsed time in one place, which you can then compare to that table.

You still haven't posted any evidence this is "illegal". I registered for the program with a personal gmail address, the Insider Preview Agreement is the legally binding document under which the terms are governed. It's not just meant for OEMs. Register, accept the agreement that limits their liability, welcome to program! It's right in the first link you sent. And ArcGIS Pro is running like a champ in this environment.
Don't call MS or ESRI for support, obviously. And if MS hasn't released a version you can purchase within 180 days of installation, tough. But under no possible interpretation is this "illegal" and it's absurd to suggest it.
If you find a legal document that contradicts this, I'd love to see it. No blog posts, how-tos or other content inadmissible in court or arbitration, though.
Nope! Just because you can does not make it legal or ethical. Microsoft does not intend for Insider Previews to be run on ARM hardware/os combinations other than what they support (think Surface Pro X). The ARM 64 Windows os is available for OEM working on Microsoft approved architecture. That aint Apple M1 ARM.

Sorry that you are stuck with an unsupported M1 Apple, but that is the current state--legally.
Here's the Insider Preview Agreement. Which provision exactly is being violated here by testing ESRI software? I see none at all and would argue this kind of exercise is exactly why the preview exists. The Agreement simply limits Microsoft's exposure to liability.

It's true. I think, for now is just to see how work ArcGIS Pro on M1. Until Microsoft release windows for ARM which I'm doubtful. Microsoft will port the key product to Mac M1 but, for the windows itself it's an other game, unless PC makers start moving to ARM and Microsoft see business there.
Esri users will have to stick with PC (like me using my Mac with Remote Desktop to control that dedicated PC) or move away from ESRI product since for them, Mac are not in their business plan. At least what they tell us.

Two issues; one, Microsoft does not license its ARM 64 Windows you are violating your Insiders Preview use conditions; two, Windows ARM driver support for perifireals (digitizers, scanners, printers) is not there. Parralels bit, but VMWare is taking a pass for its Fusion product [1] until Microsoft's Windows 10 ARM licensing is clarified. Meanwhile this is not legal. Supposedly Microsoft is working on its own ARM Risc implementation--why would they license their ARM based Windows for use on M1 chips? They might, but why should they aid their competition?
