I am having a problem with updating xls form in connect. Throws this error every time I try.
The survey is feeding to the existing feature service if it matters.

Yes, the user can see and access all the layers associated with the form when logged into Arcgis Online

499 is a token required message. Can the user you're authenticated as see and access the service either at the REST endpoint of the server or in Portal? It may not be shared properly.
