This seems long overdue - VBscript and HTML seem very clunky to many non-programmers (i.e. most ArcGIS users). As a first step why not have the dialog box show just the field names with carriage returns for new lines and any spacing. Then when part of that gets selected and a Bold button is hit show it in Bold, etc
