Is/Will there be guidance on deploying the new Web-App-Builder to Portal 10.5.1? Is that even possible?

Each Portal version comes with a version of WAB that is one version behind the AGOL/WAB Dev version. No you can not deploy the latest WAB Version to Portal without voiding your maintenance support.
Ok, stay tuned for a new topic for Ideas then. That seems to be a logical flow; especially if they are doing bug-fix type things which the blog post seems to hint at.

The next release of Web AppBuilder for ArcGIS Developer Edition will be coming soon. Approx 4-5 weeks from now. It will contain all the new functionality and fixes that are in the recent ArcGIS Online update. You can use Developer Edition with your Portal instance.

Ok, is that a separate install/location or can it just go onto my server and integrate?
Web AppBuilder for ArcGIS Developer Edition is a separate download, and you can install it on any machine that can connect to your Portal instance. Some resources:
