HERE ( fka Navteq ) also has a Street Level Imagery offering and they were presenting an application they've built to illustrate the integration of their capability with the ArcGIS System. It was one of their key theme at UC. Check it out.

I got the impression from Esri at the 2015 Partner Conference & Developer Summit in Palm Springs, CA that this was going to be coming to ArcGIS Online as integrated, available, premium content.

I'd love to find our more of what and when as street level imagery is a common request from customers.
