2 types of callout box for 1 label

Browsing through an ESRI Map book I came acrss this label type that I would like to recreate. Apparently it was created using Desktop 10.1. Is there any way to create this as a label style? I cant find how to do this without manually creating the black box with white text and white box with black text then aligning and grouping them.
