I was asked to create an app(ish) that would tell you the characteristics (the last time this part of the road was paved/what materials were used) of the road you are currently driving on. I thought maybe Navigator would be a good option. Is it possible to upload your own data to a map and have a voice tell you what you are driving on much like a navigation app would do to give you driving directions?
Yes, except for the data part. I never heard Navigator speak about
attributes.

You can create your own maps to use with Navigator for ArcGIS.
Prepare maps—Navigator for ArcGIS | ArcGIS
Navigator will voice the "street name" {attribute field} defined in the network. You could use attribute fields with the desired information for this purpose.
