Moderate Reports: Citizen Reporter

The image above is the settings I have. The city just wants to make all the submissions private. I had set this up before we had lost everything. Now I am resetting it up and I can't get it to seem to work. The submissions are still visible to the public when I set this up to change them so they won't be.
