Why is License Manager 10.5 looking to an older version path for the options file?

After Installing License Manager 10.5 and creating an options file using the instructions in the help file, License manager still is looking for the Options File in the 10.4 bin folder with a name of LicOpt.opt not ARCGIS.opt.
