I am receiving xml parsing error on some records from the survey123 report template. However it will work with other records. It appears to be if certain repeat data is not entered in it will give an error. Anyone else seen this issue?

Can you share the docx with the error and possibly the XLS file (and ideally, the data that caused this error)? In debugging similar errors, this type of error appears to be very dependent on the data being submitted.
