Bring in External Database

Is there a way to host external database as open data on ArcGIS online (set it up in a way that it will automatically sync future updates)? The developer who builds this database told me that he would need to know the endpoints for the API calls and the schema. I am relatively new this ArcGIS tools and would appreciate detailed information on all of these. Do I need arcpy for this? Is there an existing post/page I can learn?
