How can I digitize a multi-band jpeg file?

I'm trying to digitize a jpeg file about a landscape and not able to extract all the features through the ArcScan method. so please do suggest some ideas to implement.

Can you describe the image and what you are trying to capture?

ArcScan only works with two-color rasters, not jpeg images.
