Find duplicated Parcel according to more than one rule

I have parcel layer (geo database )which has total number of 250000 parcels, I want check if the parcel is duplicated. In other words I want to find out the the rows which have the same Block number, Parcel Number in a certain Location . I am wondering if there is a method to do that.Thanks a lot for your help.

For anyone finding this post and needing an answer:

You could add a 'Definition Query' or 'Select By Attribute' on the parcel layer to only show records grouped by a field value where the number of records in the group sharing the same field value is higher than 1.

Here is an example that you will need to modify based on your field names and types:

"ParcelNumber" is the field name. "Database.County_Parcels" is the Parcel polygon layer.
