Trying to recover license - Ineligible for license return

Hello,

I'm trying to recover a license to a system no longer available. I have the Authorization number and the provisioning information. But when I try to recover the license a message is displayed Ineligible for license return. Any suggestions on how I can recover this license? Or an explanation on why the license cannot be recovered.
