How to insert symbols in maps?

I've been trying to use ArcGIS a little bit and a few months ago got so that I could insert text and symbols for curb stops and fire hydrants etc. And delete them and move them... Then after not getting around it for a few months and stupidly not putting explanations in my notes now I can not figure out how to insert symbols again. I'm trying to attach a jpg of a screen shot of what I've been fighting with and in the table of contents it shows the symbols but when I right click on one and select
