Network Analyst solving service area with wait times at traffic intersections.

Is it possible to solve drive time service area analysis using the Network analyst Extension taking stop time at an traffic intersection into account.I do not have access to traffic data ,just would like to go with an assumption of average time at traffic light.

Can I solve service area ,having traffic intersections as barriers with wait time as added cost?

looking for insights If anyone has attempted to do this .

Yes, you can use the Global Turn Delay Evaluator on your network dataset to establish a delay time for every intersection depending on the direction of turn (left, right, or straight): http://desktop.arcgis.com/en/arcmap/latest/extensions/network-analyst/global-turns-establishing-global-turns.htm
