I want to make Analytic Hierarchy Process (AHP) python toobox in ArcGIS 10.3. Can anyone help me? i dont know how to do pairwise comparisons in python toolbox

do you mean spatial pairwise comparison, or simply attribute pairwise comparison.  Some scope for the problem would be useful, it may be simply a matter of pointing you to the correct tools if you can articulate some key words and context
