Methods for creating composite locators from very large single locators. USA State roads to USA Coverage?

I have created 5 datasets from the tiger all_lines of only roads with the attributes to create the Dual Address locator. each feature has around 11millions records. I added states to feature files in alphabetical order. I will be creating a locator from each one then using a composite locater for the whole coverage. Would the lookups be more efficient if the files were in geographic proximity?
