how to label name of a city in 3D using Arcgis pro?

I am using Arcgis pro and the labeling of text city name is good in 2D, however, when I go to 3D, the text labeling disappear, anyone can help? how to label in 3D?

You have to drag labeled layer from 2D Layers group to 3D Layers group. Draped labels for 2D layers are not supported.
