Should layer to KML tool honor layer scale visibility settings?

I am using ArcGIS Pro 2.6.2

When I run the Layer to KML tool, and add the resulting kmz file to google earth pro, the features and labels are drawn at at all scales, even though I had specified visibility scale in ArcGIS pro.
