Create standard scale and grid (USNG / MGRS) in ArcGIS Pro?

We are trying to create a US National Grid Mapbook Task to help emergency management and SAR Teams move onto ArcGIS Pro. Here is a link to our task: https://napsg.maps.arcgis.com/home/item.html?id=f93ebd6933cb4679a62ce4f71a2a9615

However, we are having trouble getting a 1:6,000 scale map with 1000m grids on an 8.5x11 or 11x17 layout.

This is a standard setup needed by first responders and I hope that there is a simple way to fix this issue?
