Download or cache basemap

Question

I will need to work offline with the basemap correctly displayed at a fine scale (1:7,000) for a specific extent (Mexico)

Is there a way to download the map or have it cached locally?

PS. I'm running ArcGIS Pro v 1.3

There is a Blog post by Marika Vertzonis​ that comes close... Prepare basemaps for offline use but not quite as it is for Survey, and this is for Collector Prepare maps for offline use—Collector for ArcGIS | ArcGIS
