ndvi landsat

I have these several NDVI raster scenes from Landsat (on demand) that cover my study area (15 scenes to cover all area). I have scenes from different dates for the different area ( due to Landsat path and data acquisition cycle). The NDVI values differ in their values (intensity) across different scenes due to changes in the ground conditions through time. Is there a way to normalise the NDVI values across all scenes (mosaic) so that I can compare it uniformly for my census period that occurs at a particular time period.
