Change unit of exported CAD file from inch to metre

Hi,
It seems the DWG output from Export to CAD tool always have unit defaulted to inch. How can I change it default to meter, beside using seed file? I looked the tool environment settings couldn't find anything relevant. Thanks.

anybody? using 10.6 now, when open the exported dwg file, the unit still set to inch by default
