In a hub site, can links be added over the top of an image?

We have an org chart image that we want to provide links to the different entities. Is this possible? This was initially done in Experience Builder, but the update completely broke it so we are looking at other options.

you can add a link to an image card or, if you needed tighter control, enter you own HTML / links on the text card
