Journal Map - Layers not showing up in published version

I am putting together a Map Journal story map.  I am setting up different sections and customizing a map in the main stage.  All sections use the same map but I am turning on and off different layers as you scroll through each section.  When I am editing the journal map it all seems to work well.  But when I view the story there are two sections in which the map does not display the layers I have selected.  I have tried reselecting the map and several other things but I just can't get those layers to appear in the published story map.  The layers that are not showing up are copies of feature layers that filter certain attributes.   Any thoughts?  Thank you
