How do I make these callout words into Verbiage text ?

I had my co-worker review 16 maps I worked on a few weeks ago...

The only things is How do I make the words merge into one Veriage text ?

This is what the co-worker sent me this in a MS word and show me and would have like this :

How could I get it to make this work ?

I got it to work. I wrote down the steps :how to" but it is in MS Word and How do I attach it here ?

No, There were two boxes and the co-worker wanted the two boxes into one but if you see the second box keep the words and the rectangle in the same size....The You Are Here boxes stays the same and the size stays the same....

But there callout on both is that you cannot make the "graphic" union together and it won't work..
