create a Scene Layer package

Question

Hello every one ,

I need to know if it's possible to create a scene Layer Package without python use ? i've seen this link but it shows that it needs to be created with Python tool and i have a problem with initialization of python interpreter so i just wonder if there's an other method to create a scene Layer Package (.SLPK)

The tool is available in the Package Toolset in arctoolbox
