polygon to cad with different projections

I am having to use data (polygon) that is WGS 1984 UTM and need to put it into NAD 1983 State Plane.

I take the shapefile change from WGS to State Plane. I then export to CAD and open up the CAD file to find that the units did not carry over (WGS metric, State Plane Ft) so it is about 3 times less than it should be

Any suggestions

Just to clarify, you are using the Project tool and not the Define Projection tool I hope in the projection of the shapefile
