Importing CSV Error Message

Trying to import CSV file and keep getting ERROR

Cleaned up spaces after field names

Cleaned up spaces in Rows, Tried subsets of data. CSV has 461 Rows of data, tried subset of 15 which worked and then didn't .... Any ideas?
