Is there a way to make Microsoft's GeoJSON building footprint data usable in an esri environment? I previously tried using the json to features tool but the output was corrupted/unusable.

You should be OK with JSON to Features from Pro 2.2.1 onward, but if you're having trouble get an evaluation of Data Interop and try this:
