How to add Filter by Extent functionality to the Legend Widget

I am looking for a way to add the filter by extent functionally to the Legend Widget. I have a web application that spans across multiple states. The data in the legend does not always reflect what is in the map view which is confusing to to user. Has anyone found a solution to this?
