Change attribute based on coincident features in Arc Map 10.4

Question

Is there a way to change a features attribute based on coincident surface geometry?  I'm trying to figure out how I could arrange this; it would definitely be more efficient compared to scanning around and changing them manually.

Essentially my map has surfaces that have a road running through them.  I'm hoping to configure it in such a way that all roads that run through one of the surfaces will be marked as a through route and the remaining roads will be unchanged.

Any help is appreciated.
