Why not cluster in ArcGIS Enterprise 10.5.1?

Good morning, it is possible that somebody will answer me technically because in ArcGIS Enterprise 10.5.1 version it is not recommended to develop cluster as it says in a document that was published of UC 2017 of the architecture of ArcGIS Enterprise, Thank you very much.

In many environments, clusters have caused too much inter-machine communication which made the deployment unreliable and under-performing.  The recommendation is to have a single cluster, (which is the default for new deployments at 10.4).  If you need clusters to separate workloads for certain machines, separate sites should be used.
