is it possible to publish custom locators to AGOL?

Hi David,
Network Analysis layers cannot be hosted on ArcGIS Online currently. For more information about supported hosted layer types, read this documentation. If you have your own ArcGIS Server, you can add your Network analysis service to your Organization to be used.
