4.11, GroupLayer, TileLayer, and SceneView

In 4.11, it appears that the visible property for GroupLayer no longer works properly with TileLayer children in SceneView. It used to work and still works in MapViews.

I'm attaching a modified GroupLayer sample that uses TileLayers and SceneView to show the issue.
