We have a client that would like us to create a story map for them. Is it possible to create the map on our organization account and then transfer it to someone in their organization when we are done? They are a government organization so I don't think they can create a temporary account for us to use in their organization.

There are several tools for administering items in ArcGIS Online. Tools · Esri/ago-admin-wiki Wiki · GitHub Has an extensive list of the tools with description and links. Most are free or low cost, and one specifically mentions Story Maps. I have used a few of the free apps and they work well.
