Web AppBuilder Scale not matching visible scales

I have come across an error where within Portal Web AppBuilder the scale text at the bottom of the application does not match the value that has been set in the Customize visible scales configuration. This occurs until the application is zoomed into 1:10000. Just wondering if anyone else is aware of this and has it been identified as a bug? Using ArcGIS Portal 10.7.1
