Creating polygons - ArcGIS 10 - ArcView Licence

Question

Is there a way of creating polygons in ArcGIS 10 (ArcView)? as the polygons are integral to my work. 
When we updated to ArcGIS 9.3 the tool was no longer available, however there was a free program available which worked very well. Now we have upgraded to ArcGIS 10 the program no longer works.

I can't understand why you couldn't create polygons with 9.3, let alone 10.  10 works differently than 9x so you might type create new features in the Desktop Help search box (or create new features in ArcGIS 10 in a Google search) and check out the results.  10 also causes some third party programs and scripts to fail, which may explain why your other program fails.  If you still have problems I'd contact ESRI tech support.

 I want to create Thiessen polygon within a watershed by using point data. I am using Arcgis 9.3 with all component. The problem is that, there is no '' Create Thiessen polygone'' tool in proximity function.
In proximity I just have Buffer and Multiple ring buffer. Do you know what's wrong with it? I am lost in the the middle of an assignment.

Create Thiessen Polygons is only available in 10 under ArcView Licence (which I don't have, sorry my mistake on the heading)

our ESRI  account manager gave me the link a couple of years ago, however it won't install into 10, so I can't use it. 
Thanks for the link, but I have only ever been taught the basics of ArcGIS and have taught myself ever since then and unfortunately the link looks a bit out of my league and the only time I ever had a trainer come out I taught him more than he taught me and it cost us mega dollars so I don't have alot of confidence asking for help.

I'm not sure what "tool" you are referring to but have you looked at the arcpy.Polygon function?
