help with IScreenDisplay.DrawCache

I inherited some code for arc map 10.2.1 that is supposed to take all the features contained within a source polygon feature and render those features as graphics within another target polygon feature in arc map.  The code uses IScreenDisplay.DrawCache to accomplish this.  Unfortunately, the code does not seem to work.  I never see anything rendered in the target polygon.  Does anyone have experience with DrawCache?  I don't see a c# sample or snippet at ArcObjects 10 .NET SDK Help‌  that seems to address my particular case.
