Is any local government agency using hosted (esri managed cloud services) gis database and server?

We at the City of Gresham are exploring options to migrate to the hosted Infrastructure as a Service for our on premise GIS. I will appreciate any insights from our peer who have either migrated or are in the process of migrating to this model. Thank you.
