Refresh MapImageLayer in 4.3

I have read in the docs that it is not necessary to invoke a refresh on layers as they will update if changes happen-- why would we not be able to invoke a refresh. I have tried to remove the layer and even re-add it to the map -- still will not show the latest and greatest as far as changes go-- is there a way to invalidate the layer or force the MapView to redraw--anything at this point to force the service to get the latest would be great
