Licensing at a basic level

Hi,

I am a bit unclear about the licensing at the basic level. I think I am right in saying

1. ArcGIS runtime is free to develop with (you just need to register for an account)

2. There are two levels of licensing Basic and Standard.

So for Basic could I write an application say in QT which loads a GeoTiff (or similar raster format) that is on the machine locally?

According to the Java licensing page, you can indeed. Local raster sources do not require standard level license. Please check License your app—ArcGIS Runtime SDK for Java | ArcGIS for Developers
