Can I create an animation of river flow in CityEngine? Scenario is, the river flow is coming from a mountain. Is it possible?

You can put moving water in a scene with the Shader option
Animated Water Shader in WebScene
As for a detailed animation of flow, I would suggest using the LumenRT software. It works with city engine exports.
