ESRI 3D symbology workflow?

I am trying to recreate ESRIs Signs and Signals style in Pro for sign faces specific to my state. I was wondering if anyone has a workflow for how these were initially created. I will be working with about a thousand signs in all. I have sign faces created in 2D already but I would like to have these signs create for 3D also.
