Styling a Dashboard Tab

I was looking at different dashboard examples and liked this dashboard from the Vancouver Police Department. Does anybody know how they managed to make the active tab have an orange background without making all the elements of the active tab have an orange background? Also, is there a way to display the outlines of the elements without allowing the user to re-size the element?
