Changes to StreetMap locator input fields, ie: AdminPlaces, StreetAddress

Does anyone have an understanding or reason why the "input fields" have changed for these two locators? It makes very little sense from a planning perspective to change Input Fields from a previous set-up and release (2013) to a new set-up (2015) to the old set-up (2016). Come on guys....
