popup default to on not working in Webapp Builder

I have created webapps before and the pop ups have always been by default turned on. When I sign in as an admin the popups work fine. They are showing to be enabled. When I sign in with lower access username then the pop ups default to off. How do I fix it so all users have popups turned on by default.
